Research On The Business Line's Construction Program Management Of Datong-Baotou Railway Electrification Reconstruction Project

Project management aims to the object planning and control. Planning management is one of important part of project management. Project planning is the process of analyzing, comparing, and arrangement for the engineering. The railway is developing rapidly; the reconstruction of technology for the railways is unfolding completely; the work for the railway electrification reconstructing from Datong to Baotou railway is enormous; the tasking for insuring the extra transportation becomes more and more hard at the same time; all those factors make the significant contradiction between transportation and construction. We should research deeply the reason of those problems above and use the successful lessons from others. We should also make a practicable solution to improve the harmonization between transportation and construction. Then, we can make both transportation and the management of safe construction true.Firstly, we collect, manage and analyze the data of scale of reconstruction and the ability of transportation. After that, we should research more the solution of construction and make more effort on co-ordination, better construction organization and solution, legitimacy and safety precautions from the point of construction, the aim of transportation, construction organization, construction solution, construction information management etc. We improve the transportation organization solution, relocate the use of resource, and apply the object management, dynamic control, network optimization, information management, safety management, interface management, organization theory to accelerate the efficiency of transportation and construction. We can make the unifier between goal and means in construction project management and transportation management through the detailed scheduling on the program of transportation and construction. We can get synchronization of transportation and construction goal in the space and time. Then, we summarize the principles both in construction's change and transportation increment.This paper analyzes the railway electrification reconstructing from Datong to Baotou from the different angles and levers, especially in the construction management status, the application and implication of information technology means. We research construction planning management system , the related construction model and the way of transportation organization in seeking for adaptable method for development in the line with the characterizes of the project object planning management, like planning, advance, precision, reasonability. We hope it can instruct and manage effectively railway electrification reconstruction.
