"Broadband Strategy" is one of three brand strategies of China Unicom (previous China Netcom), while "Light Speed City" Action is a group project organized and implemented by China Unicom and for enterprise strategy, in order to improve the network quality, so as to improve the service quality, and add the market share of broadband business. However, due to the characteristics of group project, such as long project period, large scale, huge investment, wide influence, involved by multi-department, multi-areas, multi-fields, large amount of responsible staff, complex organizing, complex administration, it is critical to improve the project administration, turn the investment to corporation profit, and enhance the core competitiveness of corporation. This is the new challenge and topic faced by telecom enterprises.This thesis is a case study of program management based on the author’s practice in person in X company’s "Light Speed City" Action. First, the thesis systematically studies program management theory in China and in the world, analyzes the problems in project management of "Light Speed City" in the early stage, proposes the solution for it, and introduces the paradigm of program management. Second, this thesis achieves the progress in the key issues of program management, such as the construction of program, the organization of program, and the scheduling management, and these measures are verified by the performance. Moreover, the thesis summarizes the experience of program management and proposed the model of program management in telecom industry. Finally, the main conclusions, suggestions and the future research are added in the last part of this thesis.The unique opinion in this thesis is as follows:First, the program objective breakdown structure (POBS) is established; Second, the project selection must focuses on the objective of program, and includes the support project and necessary daily operation work; Third, establish the experimental environment and convert the serial projects in the critical route of program to parallel projects in the unimportant route so as to shorten the key route; Fourth, establish the application model for the program management in telecom industry.The research and practice of strategy-based program management in telecom industry introduced in this thesis is a valuable reference for the future study.
