As economy has recovered, the resettlement and re-employment of a large number of returning migrant workers have been widely concerned. The question that returning migrant workers start moving to the cities again, became the focus of scholars home and abroad. Among the question, for the return of migrant workers to the cities again, the impact factors of the transfer of decision-making analysis are particularly popular attentive.I interviewed 240 returning migrant workers from three different regions of Hanchuan city in May 2009, and I obtained 221 valid questionnaires. After researching the data from valid questionnaires, this paper examined the basic characteristics of returning migrant workers, and on this basis, I discusses the impact facts of the transfer of decision-making analysis.This paper developed Todaro model under the view of cost and income angle, and on the basis of Todaro model, I carry on the empirical analysis for influencing factors which the backflow labor force shifted again. The fourth chapter of this paper developed the Todaro model under the view of cost income angle with the union rational person's supposition, and has discussed individual microscopic policy-making question with illustrative cases, and these cases analyzed this model in detail. The fifth chapter first has studied the backflow labor force crowd's essential feature with the statistics research technique, then with the method of the factorial analysis and the Logistic estimated model I analyzed the influencing factors which influenced the decision that backflow labor force shifted again. In the end I estimated the results and given the reasonable explanation.The results showed that some facts were very important to backflow labor force. When the backflow labor force considered whether to shift once more, their individual skills, their expected income in the city and their pressure in the city became the key aspects which mostly control their shifting policy-making.
