The Construction Of The System Of Energy Conservation And Emission Reduction Performance Auditing Standards

In this paper, building "system" as a start to commence the core point energy saving and emission reduction performance audit. This article collects the energy conservation and emission reduction related evaluation criteria and parameters together, analyzes the relationship among the standards, eliminates the redundant and duplicate ones to build the system of energy saving and emission reduction performance auditing standards. A comprehensive and applicable standards'system can value the implementation and performance of energy saving and emission reduction measures to improve them.The first part introduces the research background, purpose and significance and research status.The second part describes the related theory, including the theory of sustainable development, environmental ethical theory, the external non-economic theory and environmental performance theory.The third part describes the definition of energy saving performance and objectives of the audit integrating environmental performance audit, introduces the energy saving and emission reduction performance audit methods and content, and addresses our energy saving and emission reduction performance audit of the development and current status.Undertaking the previous chapter, at the beginning of the fourth part, by pointing out the problems in the energy saving and emission reduction performance audit, in particular, the standard system is blank, to express the need for the construction of auditing standards system, and try to build it. This chapter summarizes the principles of building the system and its content. Ultimately under the acting standards, the standard reaction and response to standards-based framework to build a performance audit energy saving standard system.Part V introduces the energy saving performance audit standard system applications.According to the standard system, using integrated assessment analysis on the implementation of energy saving in Beijing 12 enterprise management system for evaluation of the performance audit.Part VI is a summary of the full text.
