2010 is the last year of national"Eleventh Five-Year Plan"for energy conservation and it is also critical to the work of the year. Industry as the major energy consuming sectors in Jiangsu Province, can be taken as the focus work of energy conservation. How to enhance energy conservation and emission reduction of industry in Jiangsu Province and complete the national energy saving targets to promote the development of circular economy industrial sector? These problems are all related to performance evaluation. Therefore, evaluating energy saving and emission reduction on the industry of Jiangsu is of great academic value.On the basis of investigation and research about energy saving and emission reduction of industry in Jiangsu, this paper will study three main problems: How to establish an indicator system of energy conservation and emission reduction of industries that fit for Jiangsu; How to evaluate performance on industrial energy conservation and emission reduction of Jiangsu; And how to predict the amount of evaluation indicators of energy conservation and emission reduction of industries for Jiangsu.Firstly, to solve the first problem, this article analyzed current situation of the industry in Jiangsu Province, and the achievements of every city energy's conservation and emission reduction in resent years. Then it raised unresolved issues. Based on this, according to the principle of establishing indicator system and refering to national indicator system of energy conservation and emission reduction, it established the indicator system of energy conservation and emission reduction of industries in Jiangsu for comprehensive evaluation. This indicator system has three layers: goal layer, rule layer and indices layer. For indices layer, there are current situation indices, results indices and management&curbing indices of energy conservation and emission reduction.Secondly, to solve the second problem, collecting relevant statistical data for industrial energy saving and emission reduction of 13 cities of Jiangsu in 2008, the paper had chosen input-output index in the evaluation system with factor analysis.Then it applyed the model of C 2R about DEA to do quantitative analysis on efficiency of urban industry of energy saving and emission reduction and its development in Jiangsu preliminarily. It can be concluded that cities in central and north of Jiangsu, such as Wuxi, Suzhou, had relative effectiveness on urban industry energy saving and emission reduction. And it also used algorithm of projection to improve those relative inefficiency decision making units. After this, this paper took all indices of the evaluation system, evaluated urban industrial energy saving and emission reduction of Jiangsu by using fuzzy comprehensive evaluation on the basis of establishing membership function. Then it ranked these 13 cities according to their scores. It can be concluded: Suzhou, Wuxi and Changzhou become top three in this evaluation. That is to say these three cities are succeed with urban industrial energy saving and emission reduction. But there are differences among those cities on saving energy and reducing emission.Thirdly, to solve the third problem, using data of urban industrial energy saving and emission reduction for Jiangsu from 2005 to 2008, this paper will forecast the next three years'main index value about energy saving and emission reduction of Jiangsu, applying the model of GM (1 ,1) in gray system theory. Comparing with the target of provincial government: by 2010, Jiangsu will complete over the task formulated by the state energy conservation according to these two indicators called sulfur dioxide and chemical oxygen demand. While for industrial energy consumption per unit of GDP, though it would fall further, there were sill disparities in target value of Jiangsu. Therefore, reducing industrial energy input would still be the key of energy saving and emission reduction of Jiangsu during the period of national"Twelveth Five-Year Plan".Last, in view of the above, it has promoted some corresponding policy recommendations on urban industrial energy conservation and emission reduction.
