As the product of the certain development phase of the coal industry, small coal mines have played a positive role in China's economic development. Because of Chinese coal resources'occurrence conditions and our country's stage of economic development, the small coal mine as important part in our country coal industry has the historical inevitability and the long-term characteristic. Simultaneously, we can't deny that small coal mines have several problems in its development, such as destructive exploitation of resources, environmental pollution, ecological damage, production safety and so on.
