Study Of Delimitation Of Chinese Government's Economic Functions

Government's economic function is an important part of government's function system, which has tremendous impact on a country's efficiency in resource allocation and economic development. Especially under the circumstances of global economic crisis, all countries should count on that government's economic function be performed in a scientific and effective manner to cast away crisis and achieve economic recovery. However, our government's economic function is now flawless. There are still problems like inaccurate positioning of functions, imperfection in macro-control and too many interventions in micro sectors, which greatly undermines the effect of government's economic function. Therefore, based on analyzing theories of government's economic function at home and abroad and under the premises of exploring the problems and causes in the current government's economic function, this paper defines what Chinese government's current economic function should be and how should it be performed. The definition includes both choices of the contents of current function, like discarding micro-control and adding the functions of international economy and encouraging innovation of science and technology based on new situation, and scientific performance of a certain function, like at present, the measures to build the country's economic security system, and proposals of narrowing the gap between rich and poor, etc. Government's economic function includes 9 aspects after redefinitions, which are macro-control, containing monopoly, properly dealing with economic externalities, provision of public goods and services, resolution of information asymmetries, optimization of market system, strengthening of the international economic functions, encouraging innovation of science and technology and narrowing the gap between rich and poor.In the writing of this paper, methods of deductive and inductive and methods of case analysis and normative analysis are applied, a great deal of documents and materials plus some latest cases, data are used as references. The finding of this paper enriches theory of government's economic function in a certain extent, and it serves as a reference for our country to cast away economic crisis and achieve economic recovery, as well as to the current transformation of our government's functions, economic and political reform as well as to the constructions of a harmonious society, a service-oriented government and an innovation-oriented country.
