Government procurement has always been sharing a large proportion in the government budget As a special purchase, it now has turned to be one of the important measures in general regulation and control on the market and also one measurement to prevent government corruption with which the goals in economy and social development can be realized in every country. The rapid development of Internet has provided a kind of strong support for the government procurement and along with it, e-procurement emerged. Through the Internet, people complete the process and management of the procurement. Government's e-procurement has become an important and concerned issue in the academic world. Despite that governments at all levels in china have made efforts in building e-procurement, the gap between the venture's needs for information and the provision of information from government still exists due to the development and advancement of technology. The main concrete manifestations are as the following:difficulties and lack of effectiveness in the access to government procurement information, ineffectiveness in the use of the information, the inefficiency and instability in performance of government procurement system. Consequently these problems result in a waste of information resources.This paper will sum up the current shortcomings and problems in government electronic procurement based on the advanced and mature theories and practical experience absorbed from foreign countries. In this paper, by using the technologies and theories related to Web2.0, some strategies will be proposed to optimize the government electronic procurement.This paper is divided into seven chapters. The first one is introduction that is devoted to background, purpose and meaning, method and implementation of the research program. The second chapter mainly explains the relevant conceptions concerned with government electronic procurement The third chapter is mainly about the analysis in the current situation of foreign government e-procurement and the summary about the shortcomings in China's domestic government e-procurement compared with the advanced ones in foreign countries. The forth chapter elaborates the advantages and features of Web2.0 when applied to government e-procurement. The sixth chapter points out the optimizing strategies in government e-procurement under the circumstance of using web 2.0. The seventh chapter is about conclusions and prospects.
