Throughout the world, corporate social responsibility gained international organizations, governments, social organizations, enterprises and experts, scholars, its theory and practice are constantly development and deepening. The sanlu group melamine-contaminated milk power incident in milk industry in year 2008 is a serious public food safety issue that rocked China even the world. Based on case analysis of this incident, this thesis tries to find the causes of lacking social responsibilities in the industry. And the task of this thesis is to illustrate the condition that corporate social responsibilities arise.The thesis studies this subject through literature research and case analysis. It summaries the concept and related theories of corporate social responsibility. The generation, development and evolution of the condition, the realistic foundation, the internal force, and external pressure are discussed in this paper through detailed review of Sanlu group melamine-contaminated milk power incident. It illustrates many constrains for arise and develop of corporate social responsibility base on analyze of this typical incident. On this basis, the state of competition from dairy industry, enterprise and the internal management, quality inspection department unreasonable inspection-exempt system, backward testing standard, local government protectionism, media supervision etc. It puts forward suggestions on building enterprise social responsibility in milk industry of China base on realistic. It can also be reference for building enterprise social responsibility of other industries, especially other food industries.
