Study Of Enterprises' Technology Acquisition Based On Value Engneering

As important resource to gain competitive advantage, technology has become a edge tool for a enterprise to compete in the market. The acquisition of technological resource has become one of the vital issues in the formulation of technology strategy. To conduct technology acquisition activities, scientific decision-making is needed to get the maximal value for enterprises as well as the whole society. Value engineering is a scientific method which aims to enhance the function and lower the cost in order to increase the value of the object. It is of great significance to apply Value Engineering into the activities of technology acquisition, which would improve the scientific and economic aspect of technology acquisition for Chinese enterprises.Based on review of the previous theories and methodologies of Value Egnieering and technology acquisition, feasibility and necessity of the VE application on technology acquisition were discussed in the paper, then the method on how to apply VE into decision-making and program improvement of technology acquisition activities was analyzed, afterward an example of oil field technology was taken to study the VE application on decision-making and program improvement of technology acquisition.By theoretical analysis and case study, conclusions were drawn as following: Firstly, by studying the function and cost of the enterprise technology acquisition programs and analyzing the performance on program value, value engineering principles can be applied to the technology acquisition activities as a result help with the program decision-making of technology acquisition. Secondly, by function and cost analysis, the value of different function blocks can be analyzed, thus the function blocks with immoderate cost or function performance would be considered to improve, which would increase the value of technology program. In China, Value Engineering has a broad prospect. With the ever-changing technological environment, it is necessary to upgrade technology for enterprises in manufacturing sector as well as enterprises in high-tech industry. It is of great practical significance to apply value engineering to technology acquisition activities, as it will enhance the technological strength of Chinese enterprises and upgrade technological content for Chinese industries.
