The management consulting business in China, produced since the early 1980s, has possessed the characteristics of broad market prospects and huge potentials. Moreover, the present market demand has been not developed by far, and the demand for advisory service in the future will still be very high, which are favorable to the development of profession. However,the domestic management consulting business, regardless of from knowledge, quality, or overall strength, has only just got going, which far cannot adapt to the huge market demand; Meanwhile,a number of international top's management consulting enterprises enter the domestic market, and not only cultivate the Chinese market but also divide it large. Therefore,the domestic management consulting companies, especially the small and medium-sized management consulting companies, are facing the challenges to human survival and development; Furthermore, the cultivation of competitive advantages,and the enhancement of core competitiveness,are very important issues which urgently needing to be solved.With the development of world economy's globalization, some new changes have appeared in the constitution of the company. "The soft strength", such as value innovation ability, brand influence, enterprise culture and public trust and so on, substitutes for"the sturdy and healthy strength"including the scale, marketing, marketing share and so on. Herein, "The soft strength"constitutes the enterprise's core competitiveness. The sturdy and healthy strength may be regarded as the contrast between two things, while the soft strength may be regarded as the contest between two persons. With regard to the management consulting enterprise, the most important human resources are knowledge-based employee who holding up knowledge creation, use and increment. Their stability and enthusiasm directly relate to enterprise's survival and development.As a small and medium-sized management consulting company, HY management consulting company is facing the huge pressure to survival and development in the highly competitive market environment. Therefore, it is extremely urgent to the demand of knowledge-based employee who can bring the competitive advantage for the company. However at present, the HY management consulting company can not attract and retain the talented persons,in other words,not only they have difficulties in recruiting high level of knowledge-based employee conforming to the company strategy development targets, but also some excellent consultants and training engineers resigned one after another. These had affected the normal development of corporate business,and had the adverse effect to the employee morale.Certainly, the outflow of knowledge-based employee is related with its own characteristic, i.e., the knowledge staff often has more employment options and decision-making power, therefore, they no longer passively adapt the request of the company or work,but pursue from lifetime employment rice bowl to lifetime employment ability, and increase work experience and then accomplish an increment through people flow. However, the superintendents should look for questions in company management aspect, and better understand the human resources management of a company through the demand of knowledge-based employee and the investigation of meeting the company need, especially the questions that occur in impelling system, and take effective measures to improve them.At present, there are many studies about impelling system of knowledge-based employee; however, it is very limited in target-oriented system's research about impelling system of knowledge-based employee. The present study is to carry on the investigation on the knowledge-based employee's demand and the actual incentive effect of the HY management consulting enterprise through group interview and questionnaire survey, and carry out statistical analysis using SPSS 13.0 statistic software to the survey data to understand the present situation and the questions that occur in the impelling system of HY management consulting company, and propose target-oriented countermeasures to consummate the impelling system, helping the superintendents of HY management consulting company to realize the fruitful management. These can provide satisfactory human resource products and services for knowledge-based employee to attract, retain, impel and development the talented persons who truly become the outside brain of other enterprises,and provide customers with the high grade service, while obtain the satisfactory commerce effect, and promote the competitive power continuously.
