Study On The Evaluation Of Land Intensive Use In Shenfu Economic Development Zone

Intensive use of land is the fundamental measures to resolve the conflict between limited supply of land and man's continued growing demand for land. It makes the limited land resources be able to provide long-term security for socio-economic development. In the process of producing goods and services that human required by using land, there existes substitutability between Land resources and labor, capital. Through additional inputs of capital and labor on a unit of land area, we can reduce the use of land resources with unchanged outputs, or increase output to meet the human growing material and cultural needs while the use of land resources is stable.The purpose of evaluation of intensive use of land is to identify the status of intensive utilization of land in a certain area, measure the potential of land-intensive use, and search for the ways and measures to improve the land intensive use degree further. Evaluation of intensive use of land is an importante work in land use master plan revision that is generally carried throughout the nation at present. At the end of 2008, the Ministry of Land and Resources issued a circular calling on all economic development zones to conduct comprehensive evaluation of the intensive use situation of land. However, in the actual work, the approach and standards adopted by different regions in carrying out the evaluation is lack of uniformity. That resulting in the evaluation results between the various parts are not comparable, even contrary to the original intention of the evaluation of the intensive use level of land, the evaluation results are much higher than the actual level.In most of the existing research results, Composite indicator assessment was used by most time in the evaluation of the intensive use of land. In this paper, I put forward an alternative evaluation method after analysis of the basic theory of intensive use evaluation of land. We call it "Production function evaluation Method".This will be supplements to the existing theories and methods of evaluation of intensive use of land.In the Empirical Study of this paper, I make a comprehensive analysis and evaluation of ShenFu Economic Development Zone's land intensive use level, according to the "Technical Specification of intensive use level evaluation of land in Development Zone" (formulated by the Ministry of Land and Resources) requirements. Of course, I have maken an appropriate improvement to the technical specification. The evaluation result showed that the level of intensive use of land in ShenFu Economic Development Zone is high. But there still existed potential of land-intensive use.At the last part of this paper, I put toward some suggestion on how to improve the land intensive use degree further more, including strengthening the control of land use plan, improving the quality of introduced projects, increasing investment in key projects etc.
