Under the status of shortage of land resource in our country, more land, especially the non-agricultural construction land is demanded with fast development of development zone, which causes cultivated land reducing unceasingly and the contradiction between human and land aggravating. Therefore, raising the land potential scientifically and reasonably is vital and urgent. There's important application value and the theoretical significance to limit sprawling blindly, lessen the pressure of cultivated land protecting, save the urban construction investment and strengthen land resource management in our country. So it becomes a new task in the current research.This article takes Huangshi economic development zone as an example. Firstly, according to the status of land use, on the base of complete data processing in municipal district, it establishes a land intensive use potential evaluation index system and carries on macroscopic assessment by the method of analytic hierarchy process to obtain the intensive measure index of the municipal district. Secondly, the article analyzes the intensive use status of Huangshi economic development zone among the similar development zones by compare of multi-zones. It concludes the macroscopic assessment of land intensive use. Thirdly, the article uses the fuzzy comprehensive assessment to evaluate the Parcel in microscopic. According to the different land use pattern, the article obtains the potential quantity of the residential land, the commercial land and the industrial land, respectively. It obtains the current land intensive use potential type and quantity in Huangshi economic development zone. Finally, the article proposes measures of promoting the city land intensive use.
