Research On The Effective Supply Of China Rural Public Goods

Since the reform and opening up so far in1978, the economic development of our country has made remarkable achievements, with the continuous enhancement of comprehensive national strength has been strengthened, the city residents have made great improvement of living standards, but the vast number of farmers in rural areas are increasingly in the need for public goods. However, China is a large agricultural country, agriculture, farmers and rural issues are deeply influenced by China’s specific national conditions and the complexity of the historical background and other factors, which makes today’s rural public goods supply and demand become increasingly unrevealed. In order to vigorously develop the rural economy, improve farmers’living standards and build a harmonious rural,also let the national farmers to enjoy the achievement of reform and opening-up, the country is positive on socialist new rural construction, of which the supply of rural public goods is the most important carrier.The world of international economic competition is increasingly fierce now, the development of agriculture of our country also is facing serious challenges and fierce competition now. Therefore, improving the level of rural public goods supply is an urgent requirement of our current agricultural modernization, it is also related to the harmonious development of the rural economy and society, also it is a matter of national reform to the development of the whole event. The CPC Central Committee and State Council in2012, the Central Document No.1explicitly pointed out:"it is important to make great suceess of agricultural work in rural and stable development of agricultural production in2012. It is essential to increase investment strength and make great efforts to the promotion of the overall work. The government should continue to promote the steady development of agriculture and to improve the conditions of rural infrastructure, the government should enhance the capacity of agricultural technology promotion, developing agriculture and social services; we must rely on scientific and technological innovation drive, which lead modern agricultural construction support.’The study of rural public goods supply provides a theoretical basis to solve present supply of rural public goods provision process, which is the supply structure irrational and unfair equality. The study of rural public goods supply can solve the process of the problem of the construction of rural public goods funding lack and the township fiscal lack of financial resources. It can also provide practical value of the policy proposals to the effective supply of rural public goods.Thus it will provide the policy safeguard to the effective supply of public goods in rural areas, thus contributing to China’s rural social and economic good and fast and sustainable development.The article starts from the basic theory of public goods, the integrated use of public choice theory, the theory of fiscal decentralization, the governance theory, the equalization of basic public services theory and other relevant field theory, then the present situation of the rural public level supply is analyzed. The full text of the spirit of proceeding from reality and theory with practical principles, on the basis of the analysis and elaboration of the status of supply of public goods in rural areas, drawing on the successful experience of the international rural public goods supply, put forward policy recommendations for the effective supply of public goods in rural areas. The full text is divided into six chapters:Chapter Ⅰ, the introduction section. Summarize the research significance and research background, the foreign literature review and domestic literature review and other basic content.Chapter Ⅱ, introduce the connotation of rural public goods. Based on the concept of public, a summary of rural public goods out of the definition and the particularity of the rural public goods in our country, this paper briefly summarizes the characteristics of rural public goods in China, on the basis of rural public goods supply of simple economic effect is analyzed. The government in public goods supply of responsibility, the chapter also briefly analyses the rural public supply the duty of the government.Chapter Ⅲ, the problems and the causes of rural public goods in China is analyzed. Point out that the rural public goods supply quantity is in short, rural public goods supply structure is imbalance and the supply of rural public goods is not fair, the chapter on the part of representative rural public goods through data processing and empirical analysis, and analyzed profoundly the deep reason of these problems.Chapter Ⅳ, briefly introduce the United States, Japan, South Korea the three economy developed countries in the successful practice of the rural public goods supply and summarize the related experience, such as to give full play to the local government autonomy, the government establishing agriculture insurance law, property proportionate to the finance and tax system, etc.Chapter Ⅴ, in combination with international experience and on the basis of rural public goods supply to improve our current situation put forward policy suggestions, put forward to represent the interests of farmers in accordance with the organization to strengthen cooperation in farmers in the process of rural public goods supply negotiation skills, improve the central government financial transfer payment system, to make full use of market mechanisms conditions, mobilize non-profit organizations and the third departments to provide the enthusiasm of rural public goods supply.Chapter Ⅵ, epilogue.
