Research On The Way Of Perfecting The Supply Of Rural Public Goods

The complete rural infrastructure construction, medical and health care, education and such basic public goods supply have played an important role to narrow the gap between urban and rural, to promote the benign development of the rural economy and to improve residents’ living conditions, also to build a well-off society in an all-round way’s one of the important tasks in 2020. Due to long-term dual economic structure system, there is a shortage of rural public goods supply and poor quality. At the same time, compared with the urban public goods supply, the supply of rural public goods lacks of flexible multi-channel fund-raising mechanism and the supervision mechanism, which makes the supply of rural public goods and services cannot meet the needs of the people. Therefore, how to solve China’s rural public products supply shortage and inefficient problems, from the aspects of "Supply Side" perfect rural public products supply, strive to despoil an all-round victory in the rural well-off society become an urgent major issue which need to study.This paper is divided into four main parts: the first part expounds the theory study of the public goods supply, makes a relative specifications for the supply of rural public goods theory and the features of supply, and discusses the relevant theoretical research at home and abroad, summarizes advanced rural public product supply path and countermeasures, which makes a useful theoretical exploration for consummating our country countryside public goods supply; The second part is the reference of experience. Combing with the United States, Japan, South Korea and other developed countries’ typical cases of rural public product supply success, we concludes the important experience of improving our country’s rural public goods supply, in order to provide successful reference of promoting the improvement of the rural public product supply in China; The third part is analysis of our country’s current rural public goods supply situation. Through analyzing rural public goods supply system, supply path and supply structure since the foundation of our country, we anatomy the dilemma of existing rural public product supply system, the policy dilemma and structure dilemma, etc. The fourth part is the countermeasure research. We propose to consummate the optimization path of our country countryside public goods supply. From the government aspect, farmers aspect, market aspect and other multi-angle and multi-aspect, we put forward concrete measures of improving our country’s rural public goods supply, to eliminate predicament of rural public product supply system, then constantly improve it.
