Tourism is to promote the flow of people, logistics, information flow an important carrier .The CPC Central Committee put the tourism industry as a national economic development, three of the most important one of a new growth point to be support and development. The source of Huangpu River belonged to the provincial nature reserve, located in the Yangtze River Delta Economic Zone, the hinterland of Shanghai Economic Zone, is the source of Huangpu River. the former Mayor of Shanghai Mr. Wang Daohan had personally title "Huangpu Jiang Yuan" .In this paper, on the Huangpu Jiang Yuan tourist areas in the field visits, a visitor survey and analysis resulted in Huangpu Jiang Yuan tourist area, And uses RMP analysis, field survey method, literature comprehensive study. And applying the theory of tourism resources, tourism culture theory, theory of regional cooperation in tourism, tourism marketing theory to the tourist areas of Huangpu Jiang Yuan tourism development research. It have five advantages (location, policy, natural scenery, Shes culture, mountain specialties, policies). Tourism product development should be the government put forward to lead, strengthen marketing, publicity, build brand Huangpu Jiangyuan, integrate tourism resources, the formation of Tourism Development Co., Ltd. and other measures with a view to the further development of the Huangpu Jiang Yuan tourism products to provide decision-making.Full-text divided into seven chapters. The first chapter is the Introduction. Paper focuses on topics of the background, purpose and research significance, presentation of a thesis research methods and research framework and support for research papers related to the theory. Chapter II Conditions of the tourism product development. Analysis of the Huangpu Jiang Yuan tourist areas for tourism product development resources, infrastructure, tourism and regional cooperation in terms of source markets. Chapter III is the Huangpu Jiang Yuan Tourism Tourism product development problems. Tourist attractions there is poor infrastructure, resource integration are not sufficiently strong single and development of tourism products such as lack of investment in less. Chapter IV is a tourism product development ideas and programs.
