In the 1990s, industrial cluster was stated by Michael Poter, American famous strategy management scientist of Harvard University. Especially in the developed countries, both hi-tech industrial cluster and traditional industrial cluster obtained huge success. An industrial cluster's regional relative centralism forms an industrial gathering, which has a closing enterprises'network. It can display economic scale benefit and has formidable overflow effect to promote various local industrials and even the entire state economy development by mutual cooperation and exchange.A long with the promotion of the importance of tourism industry in economic development's status, every destination invests more and more on the tourism industry, the balance between this kind of big area industry investment growth and the limited market demand growth becomes collapsing, and it causes intensive competition among the tourism destinations. So how to enhance the competence of the tourism destination becomes a realistic question which urgently waited to be solved. The industrial cluster's appearance without doubt provides new way for the promotion of tourism competition.Four parts are included in the thesis:The first part serves as an introduction, mainly discusses the research background, goal and significance. This part also discusses the domestic and foreign research works.The second part serves as the elaboration of the related theory. This part elaborates the theory about industrial cluster, industrial competition, their theories and models, after that, the author concludes her tourism competition model and simply analysis the affections of industrial clusters.The third part serves as the research work on the impact of tourism cluster on the tourism industrial competence. The article elaborates the impact of tourism cluster on the three parts of influence factor separately by the authors'model.The fourth part serves as the research work on Shanghai tourism Cluster competitive power. After description of Shanghai tourism survey, on the one hand, by comparing with Hong Kong and Tokyo tourism, author does qualitative analysis of Shanghai tourism competitive power under her model; on the other hand, makes quantitative analysis through location quotient. According to these two parts of analysis, author concludes the problems and challenges of Shanghai tourism cluster's competitive power, then carries on the necessity of developing Shanghai tourism cluster and the ways we can try.
