The Way Of Promoting Safety Management System In Civil Aviation Enterprise Based On Building The Enterprise Culture

With the high speed growth of Chinese economy in recent years, civil aviation transportationhas made the progress which attracts worldwide attention. At the same time, safety managementcan not match the growth of the civil aviation transportation. As a result，the civil aviation safetysituation is very stern. Given These Circumstances, domestic civil aviation enterprises started tobuild SMS (safety management system) in2009according to ICAO’s requirements. SMS is anadvanced method in aviation safety management which is used by many famous airlines in abroad,but it faces many obstacles and difficulties in Chinese civil aviation enterprise. From the above,academic circles and Civil aviation experts are searching the way to promote SMS in domesticaviation transportation enterpriseThe existing literature and research provided3ways to promote SMS, including managementactivity, technique and enterprise safety culture. This paper is based on these research results andthe case analysis of China Eastern Airlines (CES).To learn about the operation status of SMS inCES, the author had interviewed many employees in CES and analyzed the data of unsafeaccidents, human errors and civil aviation incidents which had occured in CES. Questionnairesurvey was also used in the research.Combining with the theory of management, the author draw aconclusion that the enterprise safety culture construction is the best way to propel SMS in civilaviation enterprise.The paper had expounded the way to build the enterprise safety culture in civil aviationenterprise through the following aspects: safety material culture, safety behavior culture, safetyinstitutional culture, safety mental culture. The author look forward to the future that the meaningof building enterprise safety culture by state the relation of safety and economic benefit, safety andcore competitiveness, Corporate Social Responsibility.
