The Comparative Analysis About Food Safety Management Of Japan And China

How to solve food safety problems, and create a good environment of food consumption for ordinary people, restore confidence about China's food in the world, is a big challenge for us. I analyzed China and Japan's food safety management, to find some ideas for China's food safety management .In the preliminary study , I found that the comprehensive and systematic study of Japan's food safety administration management is not enough , especially about the practice of China . So I decide to study it.I first comparatively analysis Chinese and Japanese's history and current situation of food safety management, and focus on the law , administration management and food safety risk assessment system and HACCP system. Based on the analysis ,I give some my advice to China's food safety management.1. Food relevant law. Our country implemented "Food Security Law" in 2009, however Japan is in 2003. Through the contrastive analysis about two countries' food security's history and the present situation, I obtains China's food law is not enough of penalty to the law breaker ,and laws and regulation's consummation is insufficient. I put forward the proposal to our country's food law2. Food security risk analysis system. The food security risk analysis system, the HACCP system, is the most advanced method on food security in the worlds. We must induct the system certainly and comprehensively, to make it sure that it will be effective. So we must study, multi-absorptions developed country's experience and lesson. I suggest that our country's risk analysis should more independent, and make it far from the administrative chain of command, and near to theorists, scientific circles. The food security risk analysis system is very complex , inducting it is not meaning that it will be effect. we must certainly profit from the developed country by study their experience, and lesson. We should make the best choice, and check it in reality unceasingly.3. Food security administration. I make the contrastive analysis from the administrative system, the concerned power between all the department , the law enforcement and so on administrative efficiency. The function is unclear, the coordinated is not smooth , which is a very major problem. To administrative efficiency, I suggest to step-up the consummation of information system construction.4. Food security education. Food safety can not be solved completely if we only depends upon administration's strength. We should enlarge food security education.
