As the deepening of market-oriented reform of the economic system, the land market of China is being on a normal and orderly development track gradually. However, the market-oriented reform of assigned land use right in China is still an important component of the land market management. There is no conclusive of the price implication, evaluation and so on of the use right price of assigned land currently, which has caused many problems for practical operation.On the base of studying the value and price implication of the use right price of assigned land, the paper analyzes the problems of evaluation methods of the right price of the use right of assigned land presently. As a starting point, the paper puts forward the evaluation method of the right price of the use right of assigned land based on the partition of land increment, and analyzes the principles of determining the partition coefficient of the assigned land increment through incoming related models. At last, this paper explores how to establish the evaluation method system of the right benchmark price of the use right of assigned land, and takes Kaihua as an example. Full-text is divided into eight chapters:Chapter one is the academic bases and the study line of the paper. It mainly introduces the research background and significance, domestic and international research direction and outcomes, the deficiency and problems, and the innovative points, then put out the study line, basic approach and contents.Chapter two introduces the basic theories about the paper.Chapter three, from theoretical analysis and related policy introduced, focuses on the research of the value and the price implication of the use right of assigned land.Chapter four introduces two evaluation methods of the right price of the use right of assigned land presently, and analyzes their problems, which provides an important prerequisite for further studies.Chapter five explores the principles of determining the partition coefficient of the assigned land increment through incoming static and dynamic urban economic models, thereby, puts forward the evaluation method of the right price of the use right of assigned land based on the partition of land increment.Chapter six explores how to establish the evaluation method system of the right benchmark price of the use right of assigned land on the basis of previous study.Chapter seven is a case study of Kaihua of the right benchmark price of the use right of assigned land.Chapter eight: Conclusion and Advice.
