With the development of our economic systems reformation, especially land's using system reformation, our concept about land'value has changed greatly. Land is not only basic conditions of society substance production, but also large wealth of our society—assets. Our country must check the amount of land resources and land assets, that is the value of land. So land-price evaluation has been necessary to the deep reformation of our land's using system. And with the progress of land using system reformation and town housing system reformation, methods of land's rewardful using has been diversified, which raised higher request to urban land rank and valuation. Station resource department encourage us using computer technology in urban standard land-price valuation, integrating valuation with computer and geography information system. All of this indicate that our country's urban land rank and valuation has entered a new phases. So, how to perfect the theories, methods and measures so that found a reasonable and scientific land-price system, and how to accomplish land-price valuation with the help of computer technology, are a key problem in our present land market.Under the guidance of socialism market economy theory, this paper takes Marxism rent theory and area-position theory, combines land market fact of our country and the update example of leshan city zone land rank and standard land-price, studies and discusses the theories of urban standard land-price valuation and land-price dynamic inspect, and gets a scientific and practical technology methods of evaluating standard land-price1 .Standard land-price systemStandard land-price system comprises some kinds of land-price and related coefficients and indexes. They are different in land-price system, and do function in land market respectively. On the other hand, they are closely contacted with each other, conduct and control land market to keep it ordered and standard. In the past, we often ignore integrality of the system, and there are limitations in valuation results. It is the trend of the development of land market to complete the work of the evaluation of land by using of the technology of computer. Therefore, it is very important to establish a scientific, simple and convenient, and applied land evaluation and management system .This paper takes the software of geography information system Mapinfo as the flat roof, take Mapbasic as the programmer language to exploit the land-value evaluation and management information system. This system can expediently, intuitively and effectively manage the graphics data and property data synchronistically; it takes the structure of modularization to complete the program exploitation .It is easy to extend and transplant. It brings a good base to contact with other systems in the future. At the same time the interface of this system is friendly, it is simple to operate it and convenient to use it.
