Government Financial Support Of Peasants' Income Growth

The countryside, agriculture and peasants referred to as the "san nong".The proplem of "san nong"in China's current economic development is the key problem, and to increase peasants' income is the core of the"san nong"proplems. The increase of peasants' income, not only in relation to the rural reform, development and stability, but also related to national economic and social development. The peasants as vulnerable groups, the inferiority of agricultural production also decide that the peasants need government financial support. Since the reform and opening up, our party and government attach great importance to the problem of the "san nong", introduced a series of important measures including rescinded and so on, to support rural development and to promote the farmers' income, but we also should see that the farmers' income growth rate slow in recent years, there are still some proplems we need further study and research.This article is based on the basic theory of public finance, for example of the zibo, and to do comprehensively and systematically study for farmers' income growth and government financial support questions by the combination of theory and practice. First, this paper analyzed the necessity of government financial promoting China's peasants' income growth from three aspects of agriculture, peasant and countryside public products, and pointed out the growth of peasants' income need support from the government finances. Next, the paper analyzed the present situation and the restrictive factors of peasants' income growth in zibo, and analyed the existing problems and reasons of government finances supporting farmers' income growth. Finally, the paper, from increasing financial support, strengthen construction of rural financial institutions, perfect financial supporting capital management system, perfect the reform of rural taxes and promoting agricultural industrialization, proposed some useful suggestions supporting peasant's income growth by government finances, and look forward to providing some reference for constructing socialist new countryside.
