The Bohai Sea, lies from the coast of the Liaodong peninsula to the Jiaodong peninsula, is China's largest continental sea. Surrounded by the mainland in three directions, it is like a letter of C and become a natural moat for Shandong province even for the east China and northeast China. In the early 1990s, facing the 21st century, economic and social development of China's coastal areas puts forward a major research topic. That is, using the advantageous geographical conditions of the Bohai straits, how to construct a direct fast passage combined with highway and railway from Penglai, belonged to Shandong province, across Changdao, to Lvshun, belonged to Liaoning Province. Instead of C shape traffic of this area, a more convenientΦshape traffic which can transform the natural moat into thoroughfare will be formed. And that will form a traffic artery combined with railway and highway which lies from north to south, covers 11 provinces, autonomous regions, municipalities from Heilongjiang to Hainan.Firstly, this paper constructs national highway and railway transportation network by software MapInfo. Then, using the quantitative data analysis, this paper constructs Bohai cross-sea passages which can reduce the continental distance and travel time from northeast China to Shandong Province or southern part of China in different extent. These results explain the advantages of cross-sea corridor of Bohai Sea quite well in turn. Then we mainly study the influences of cross-sea corridor for northeast China's transportation pattern. Then, we establish a northeast railway freight station selection mathematical model which minimum the total transport cost based on the cross-sea passages and get the options under different conditions. By adding time factors into consideration, we can finally select the most proper station construction scheme. Then we can build a railway freight hub-and-spoke network based on cross-sea passages which constitutes multiple hub stations that could connect the entire network together. At the end of this paper, we analyze the problems of the railway freight transportation hub-and-spoke network of northeast China. In light of the specific problems, we put forward some suggestions that can improve northeastern freight network and make the whole transportation structure more reasonable.
