With the fast development of modern society, population, resource, environment, public health and other social contradiction have become increasingly prominent and have leaded to a variety of disaster events happened often. In recent years, worldwide occured several catastrophic events, Zhouqu debris flows, Thailand floods, Nigeria cholera, Influenza a Virus, the SARS crisis, The Indian Ocean tsunami, New Orleans hurricane, caught the world's attention. Because various emergencies occure frequently, the existing emergency logistics system proposed severe challenges. Emergency logistics has caused the academic and the related departments to pay attentions and it becomes a new area of logistics.China as the worst suffer of natural disasters in the world, the government has to spend a lot of money in order to deal with all kinds of sudden natural disasters, the public health event and social security incident. And all this events also allow us to realize that the urgency and importance of improving emergency capability and disaster emergency management level, constructing efficient emergency logistics static network and dynamic network.Firstly, based on the introduction of the research background, this dissertation puts forward research problem and its significance. And then it reviews the present study situation of the emergency logistics and emergency logistics network research, giving the direction for this study.Secondly, on the basis of the emergency logistics and emergency logistics network, this dissertation expounds the objective, principle, construction contents and procedure of the emergency logistics network structure.Thirdly, this dissertation establishes emergency logistics network and divides emergency network node into hub node and normal distribution site. It establishes the model of normal distribution site selection through the thoughts of super cover and adopts the weighted method to solve this problem. And it establishes the model of the hub location through the analysis of the affecting factors, and adopts FAHP for locating decision-making evaluation.Fourthly, on the basis of emergency logistics static network, this dissertation establishes the emergency logistics dynamic network and the emergency supplies transportation scheduling model. And then it optimizes by genetic algorithm and verifies the feasibility of the model through an event.The result of this paper has the certain reference value for constructing and implementing emergency logistics network of our country, and provide certain guidance and realistic significance for the government or related relief departments about the construction of emergency logistics static network and dynamic network.
