Carbon produces greenhouse gases which are released by socio-economic activities of human, whose emissions affect the global climate change directly and involve in the long-term interests of humanity. It is energy not carbon which is needed by the socio-economic development. Fossil energy has the highest content of carbon which is released by combustion. But fossil fuel such as coal, oil and gas has a different density of carbon. Coal has the highest content of carbon, while oil has higher and gas has the least. Thus oil and gas belong to low-carbon energy compared with coal.This paper divides the low-carbon energy into concentrated low-carbon energy and distributed low-carbon energy. Generally the former has a relatively large capacity and a relatively long construction period, mainly led by the state for construction, mainly includes hydropower, nuclear power, large capacity wind power and oil-gas resources. The latter has a small capacity and is dispersed, demanded in the terminal, mainly includes biomass, solar, geothermal and ocean energy.The trend of the development of energy conversion is from high-carbon to low-carbon, and finally to non-carbon. Compared to conventional energy sources of non-carbon energy, with the characteristics of less pollutionand large reserves, is important for solving the serious pollution problems and resources (especially fossil energy) depletion.By electricity, liquid fuels and gas fuels, the paper brings a strategic concept on energy supply system to promote low-carbon energy sources. Low-carbon electricity mainly consists of nuclear power, hydropower, wind power, solar photovoltaic and thermal power generation, biomass power generation. Low-carbon liquid fuels mainly include alcohol-based fuel, dimethyl ether, bio-diesel, synthetic fuels of carbon dioxide. Low-carbon fuels include methane gas, biomass pyrolysis. In addition, coalbed methane, blast furnace gas should be included in low-carbon gas.On the realization of low carbon energy, the paper proposes four viewpoints: intensive, distributed energy market adopts different low-carbon energy strategy, transportation and construction should adopt low-carbon energy strategy firstly, biomass energy should be used radically, nuclear energy, wind and solar power should be used in all domains.The objectives of the development of low-carbon energy strategy is to speed up development and utilization of low-carbon energy and increase the share low-carbon energy in the energy structure; further to optimize traditional coal further to achieve efficient and clean use; to promote low-carbon energy technologies and industries and increase the level of innovation and industrialization; to establish a comprehensive management system for low-carbon energy development; to define low-carbon energy's alternative energy positioning.The carbon emission targets for different energy, low-carbon energy's carbon reduction targets and all low-carbon energy development goals, and measures of how to promote low-carbon energy development are also proposed in this research.
