Water is the source of life, and the necessity of people's daily life even keeps living. As one of the most important essential facility industries in national economy, urban Water supply industry is a key to the sustainable development of social economy.After reform and opening up for more than thirty years, market-economy system has been established gradually. Market-economy system brings various change for our politics and society with deep effect.During a long period in traditional planned economy, water supply industry has been regarded as a public good or welfare in China,and therefore has been invested, monopolized by the means of regulation on low price and high fiscal subsidy.Finally it leads to the lack of investment on the fundamental facilities, the low efficiency of water supply enterprises, the absence of competition, etc. This has become the bottleneck of urban economy and social development. With the improvement of urbanization level, the lack of water resource, and stimulation of global fundamental facility enterprise reform, the government regulation reform of urban water supply industry has become imperative under the situation.Marketization reform of urban water supply industry should define the relations between each regulative organization, regulative function and market main body, etc. And follow market law, set up marketization government regulation system which fixes the requirement of marketization reform, standardize government regulation. Accordingly, this paper combines the essential feature of water supply industry and the historical changes of government regulation reform, and constructs the whole analysis frame of arranging in system of government regulation reform on urban water supply industry. This paper Mainly through summing up the basic theories of government regulation, using the successful experience of government regulation reform on urban water supply industry between domestic and international, researches the government regulation system in the urban water supply industry of our country in term of practicing, and combines the marketization reform of Jinan city water supply and existing problems to analyze. It reorganizes government regulation explores the scientific and normal, high-efficient government regulation system which fixes the requirement of economic transition and marketization reform on the basis of defining the thinking of reform policy on government regulation, and in the hope of offering certain theoretical direction and practical consult for the government regulation reforms of the urban water supply industry of our country and Jinan city.
