In November 2009, The State Council has approved "the Development Plan of the Yellow River Delta High-efficient Eco-economic Zone". It is cleared that Dongying Port is the central port of the Yellow River Delta Region and Dongying Port Economic Development Zone is the leader and priority development area for the development and construction of the Yellow River Delta. Dongying Port Economic Development Zone, which relies on the port and makes chemical industries as the leading industries, will shoulder an important responsibility and historic mission. Facing opportunities and challenges, how the chemical industrial area of Dongying Port Economic Development Zone fully takes advantage of favorable social and natural environments to establish and implement a development strategy in accordance with the development needs and local characteristics is an important and immediate task.This paper, mainly from the perspective of development theory of the regional economy, combines the theoretical analysis method of development strategy with the actual situation of the chemical industrial area in Dongying Port Economic Development Zone. On the basis of studying the development status of Dongying Port Economic Development Zone and domestic and abroad chemical industry bases in depth, this paper analyzes and predicts the main factors of Dongying Port Economic Development Zone's external and internal environments, using the method of horizontal comparison and historical analysis. Furthermore, using the SWOT strategic analysis method, this paper summarizes the opportunities, threats, strengths and weaknesses of the chemical industrial area in Dongying Port Economic Development Zone, and then puts forward the development strategy of the chemical industrial area in Dongying Port Economic Development Zone, elaborates the guide ideology, basic principles, development objective, development idea, and industrial structure of the chemical industrial area in Dongying Port Economic Development Zone, and in the end determines to develop the top five leading industry chains of petrochemical industries, new chlor-alkali chemical industries, modern bio-chemicals, deep processing of synthetic materials and chemical new materials, and special chemicals. On the basis above, from the perspectives of constructing recycling economic park, speeding up port construction, promoting CNOOC's large-scaled refinery and petrochemical integration project, investment attraction, infrastructure construction, comprehensive utilization of resources, environmental protection and other aspects respectively, this paper proposes some targeted and feasible strategic proposals for the future development of the chemical industrial area in Dongying Port Economic Development Zone, which will further promote Dongying Port Economic Development to build into a national important high-efficient ecological chemical industrial base as soon as possible, and provide an important basis for the development of the high-efficient ecological chemical industries in the Bohai-rim Region and even the whole nation.This paper sorts out the development theory about regional economy, especially industrial areas, focusing on application analysis, and further enriches the research literature of the industrial district theory. It particularly selects the on-port chemical industrial area for research perspective and analyzes the reasons and inevitability for the rise of on-port chemical industrial park. And in accordance with the concept of low-carbon economy, green economy, and recycling economy, this paper has designed and chosen the chemical industrial chain, and put forward specific requirements for the supporting infrastructure and conditions of the park.
