Rural water infrastructure in enhancing the ability of agriculture to withstand natural disasters, improve agricultural production conditions, enhance the comprehensive agricultural production capacity, increasing peasant income, the development of rural economy play an important role. At present, with economic and social development, consolidate the foundation of agriculture, and irrigation construction and development of the agricultural output and farmers incomes play an important role, but management system, operation mechanism and other factors, major irrigation areas in China have become increasingly prominent existing problems, such as the management is not in place, run the poor, water collection rate, the main final canal system engineering management "Vacancy" and so on. Irrigation management systems were not suited to the current socialist market economic system. To change this state, so that irrigation and agricultural water supply to achieve a virtuous cycle of sustainable development, we must absorb the water user to participate in the management of final canal system for irrigation, that the introduction of participatory irrigation management. Some Issues about irrigation water in the formation of farmers associations are a kind of participatory irrigation management in the main model.In China, from Hubei Province in 1995, the first real water farmers since the establishment of water associations, farmers associations of water from the initial pilot phase to the promotion stage of development. Over the ten years of development and promotion of farmers water formation and operation of associations in maturing, but there are still many problems and deficiencies. Given the current domestic water associations of farmers defects, such as the lack of comprehensive in-depth investigation, the lack of analysis of quantitative indicators, the lack of systematic research and other issues, this thesis is based on field survey visits, the selection of small kaihe irrigation in Shandong Province, wangwu Irrigation, Green Yingfengling Irrigation 600 farmers and 108 fixed-point fixed Canal and follow-survey data as the basis, more comprehensive exploration of the farmers associations in the organization of water management in establishing and running a number of problems and affect the normal operation of Farmer Water Association, the various factors the focus of the association to establish procedures are not standardized, registered low maintenance funded canal project, users are not enthusiastic about participating associations, the association can not play a role by the external resistance problems, analyze the reasons for these problems, and for the existence of The issue of the appropriate comments and suggestions; on the effectiveness of farmer associations, such as water saving output, agricultural income, reduce the burden of farmers water, irrigation to achieve healthy development and other aspects of the studies.Through above systemic study, the author has made out the following major conclusions:(1) participatory irrigation management is the current and medium-sized irrigation management system that is not resolved, run the mechanism, to achieve a virtuous cycle of irrigation water necessary choice;(2) active management of the implementation of final canal system in the irrigation water for farmers association form of organization is irrigated in Shandong Province of the most comprehensive, coordinated and sustainable development, scientific and effective way;(3) Rural Water Association to promote the success, thanks to strong government support of party committees at various levels, due to state support of the Waste Management Policy, farmers benefited from the understanding and support;(4) give full play to the performance of farmers associations and the role of water for irrigation to promote scientific development, increase agricultural output and increase their material standard of living has great strategic significance;(5) To ensure the realization of Water Users Association of scale, standardized, effectively financing Farmer Water Association, set up, operation and management issues, there could be government support, social participation, the joint participation of farmer-led model.The results of this paper can provide the theoretical basis for the establishment and operation of WUA. In special, for the analysis and research for the calculating method of irrigation water costs, the collecting methods of water charge and farmers'bearing capacity for the current irrigation water fee, it can be supplied the basis and reference for the agricultural water price reform and determining the water price in WUA in irrigation districts.
