Trade Association issues have drawn the attention of central and local government, to launch a campaign to nurture and develop it from the early 1990s. After China's joining the WTO, it is increasingly concerned about the existence of such organizations, in the hope that they can assume more functions, provide more services, play a more effective role. Because of the restraint of system factors and constraint of external and internal conditions, many problems that must be solved urgently have occurred in the period of the Trade Association's growth. An important system reason is that the Trade Association and other intermediary organizations lack independence, depending on the governments excessively,which holds back their normal advancement severely.From the standpoint of promoting trade association's reform and development, this paper researches on trade associations and "market" pattern trade associations systematically. After an overview of related literatures both at home and abroad, this paper briefly introduces the related content of the trade association. In the view of the international operational model, the paper introduces the trade associations's development instances in the United States, Japan and the European continent as examples in the developed countries, and explains the useful insights. Then this paper discusses the history and status of the development of trade associations, and the existing problems, then discusses the necessary to explore a new development path according to the reasons that cause the problems. After that, the paper surveys the trade associations in Wenzhou city, involving the background of the development of trade associations, the basic situation and the role played by the trade associations, the existing problems, then gives a typical examples-Wenzhou Fashion Association. After that, the paper explores the direction of the reform and development of China's trade associations. In the end, this paper puts great emphasis on the operations and management of the "market" pattern trade associations, including strategic management, human resources management, financial management and performance management areas, puttging forward a fuzzy comprehensive evaluation model of the trade association's performance.
