The site selection is very important part in the construction of large thermal power plant at feasibility study period. It not only shortens the construction period, a lower cost to some extent, but also has a significant impact on improving the reasonability and sustainable development of plant long-term production and operation.The keystone of application of value engineering to solve practical problems is how to determine the function coefficient and the cost coefficient. First, combining with the characteristics of large thermal power plant site, it constructs a complete set of function index system applying to evaluation of plant's site option, and solves the index system by ANP and AHP respectively to get two different results, even compares and analyzes the results. Secondly, it takes units of kilowatt's project cost of thermal power plant as cost factor to determine the value coefficient. Finally, it uses the above-mentioned method to the estimation three different schemes of site selection of large thermal power plant and gains an optimal solution consistent with the final choice. It also proved that the evaluation with such method has some practical significance.
