There is a close link between Economic globalization and China's energy consumption. Economic globalization has two aspects:the growth of international trade and the growth of foreign direct investment. Based on input-output table of 1997,2000,2002 and 2005, using the structural decomposition method and sensitivity analysis method, the paper analyzed the key factors affecting energy consumption, as well as the impact of China's foreign trade (the net export) and foreign direct investment on energy consumption. Meanwhile, it is showed in this paper what are the critical sectors affecting China's energy consumption. Based on a static single-country multisectoral CGE model, the paper studied the international trade policies and the foreign direct investment policies oriented energy conservation, and primarily analysed the adjustments of international trade policies and foreign direct investment policies on energy consumption in various industry sectors. This paper also analyzed cross-effect that the import duties, the tax reimbursement for export, the enterprise income tax, the indirect tax and so on take to energy consumption under several kind of policy combined actions. Finally, future research directions were highlighted.
