Based on the current research achievements of demand-side response domestic and overseas, clarified the definition and connotation of demand-side response in our country, and the relationship among demand-side response, orderly power consumption and demand side management. According to the process of electric power company and customer participate in demand-side response programs, constructed a demand-side response model that based on the principles of benefit maximization. And take the load of a certain areas for example, analyzed the fluctuation between price/incentive measures and demand. Studied calculation methods and steps of cost benefit analysis to provide a decision support for power companies and users that participate in demand-side response programs. Finally, designed the development path of demand-side response implementation mode, studied different implementation mode in different market phase, and give the recommendations of demand-side response pilot program in our country.
