Along with the furious competition on highway construction market, and the development of H Company, the original extensive cost management mode can not fit the development of enterprise. It is the only road to reform the old cost management system, and to improve the management which based on the intensifying of the control of project cost.In the beginning of this essay, it mainly describes the situation and the original system of supervision management of project cost in H Company. It objectively analyses the problem which exists in the system, such as: the limitation in their management system ignored the control in mid-section and focused on the front section and result. The absence of the active control for cost object and the scientific management. Every project contains the unbalanced self-control ability and the hollow in the cost. It is empty for the executive ability and available protection in the original controlling system.In chapterⅡit mainly focuses on the simple introduction of the basic theory about which includes the introduction of the project cost management in construction enterprise and the supervision management system. In the first section, it includes the concept of project cost management, the concept of construction cost the description of the responsible cost system, the process of PCM and the main element of responsible on cost. The second section focuses on the introduction and analysis of two excellent management theories—Tyro's scientific management theory and Toyota's management style. They thread the concept of supervision management, especially for Wang's concept on supervision management. At the last part of this chapter, it analyses the situation of supervision management in domestic entering and Hair management style.In chapterⅢcontains the study of setting on PCM in H company. At the beginning of this chapter, it reveals the importance and necessity of PCM in its external and internal environment. It also objectively analyses the possible limitation on the exestuation of SM in H Company. It concludes the disadvantage organizations that execute the SM; unbalanced messages on enterprise and project, however they can not meet the demands of the supervision management; The limitation of contract system; The controlling of supervision management and manager's apprehension. To solving all problems, the essay provides a plan which can execute the SM system. It creates the protective system and the assistant methods that can improve the executive force. The methods are the changing of the origination, to work out enterprise law and fix a quota, through the methods with web and information to form a series of managements that set the core with cost management, such as: contract management, course management, safety management, and quality management. In protection system, it mentioned about the expecting project cost contract system, financial management, the methods of checking all. At the last part of this chapter introduced the ways to improve the supervision management of project cost, Such as: setting a web information platform in enterprise on-the-job training, improving the education of work ethics, praise staff's idea for supervision management enterprise culture.The last part of the essay gives an example of Ji to Cao highway construction; it simply describes the framework and contents of SMPC system and contact the example with the use of SMC and also the rule protective system and executive cultural system. For the effect of enforce, it reflects two sections, the first is possible control; the second is the economy of cost. The possible control is the condition to economy of cost. This is unbelievable to lose the control for a project. H Company achieves a marvelous result from extensive management to all-round, all-process cost controlling. Because it is short time for H Company to push this system and the project is on the process. Now, it can not give the final date. The central point of this essay is according to the theory of enterprise supervision management to reform the extensive management mode on highway constructing enterprise. Through analyzing the original cost management style, it finds out the problem which exists on the cost management of H Company. According to the domestic excellent supervision management idea and using the project management theory to analyze the reason which exists in the system and to solve it. Meanwhile, it is going to set a series of SMPC to satisfy the needs in H Company. It is necessary for highway construction to develop with supervision management. For highway construction enterprise, to run SMPC is still a new project. In the process of using the new system, we can notices some questions, such as the effect of the cost unit, the security of base date, the base employee mind, and the culture fight of the cooperation team, and so on. We need to work hard on it in the future.In a word, Achievements have been made in the using of the exact system of supervision management of project cost in H Company.
