| With the development of economic globalization, the upgrading of innovation capability is more and more important to all countries and regions, the building of our national innovation system as an important component of the regional innovation system has attracted wide attention and research.Xinyu City is in Jiangxi Province of China, which is belong to underdeveloped areas in central, as a single pillar industry of the city has been relying on steel industry of traditional industries, but in recent years its economic develops rapidly, economic growth has been ranked number one consequent for eight years in Jiangxi Province, the region's competitiveness and innovation capabilities continue increasing and gradually spread out due to the development of new industries, especially the development and the scale of solar photovoltaic industry, has gradually became Xinyu City's even Jiangxi Province's pillar industry and stimulated economic greatly. In order to sum up the valuable experience of economic development of Xinyu City, make corresponding policy recommendations to the problem, this paper is divided into four parts in addition to the introduction and conclusion:The first part introduces the theory of Schumpeter's innovation, regional innovation system, the concept of industrial clusters and the relationship between them. The proposing of Schumpeter's innovation theory is the emerging and development's foundation of the theory of regional innovation systems, and it is also the important and influential theory of economics. With the development of modern industry, the international division of labor and the economic globalization continue moving forward, the forms of innovation are gradually expanding from individual innovation to regional innovation and national innovation, national innovation system as an important part of the regional innovation system starts to support regional economic growth, improve the competitiveness of the industry's basic conditions, while the industrial cluster is the important model of the formation of regional innovation system and there is a close link between them.The second part discusses the study of Chinese scholars on the principles of constructing regional innovation system, and then combines with the actual characteristics of Xinyu's urban area and the development history of the solar photovoltaic industry, analyses the structure of Xinyu city regional innovation system in the process of nurturing solar photovoltaic industry and divides into three levels: basis environment of industrial development,organization's innovation platform of innovation activities and cross-regional innovation resources cooperation. Basis environment includes geographical location,production elements and infrastructure, platform of innovation activities includes the organization of government,business,financial support system,research institutions and universities , cross-regional innovative resources cooperation consists talent,capital,research institutions and technical cooperation, the interaction of three levels allocates the resources of social innovation effectively, promotes the innovation of solar photovoltaic industry and protects the smooth development of the industry.The third part, first introduces the current development of solar photovoltaic industry in Xinyu city, then elaborates the regional innovation system's structure, combined with related data, analysis the role of the major factor in fostering solar photovoltaic industry of regional innovation system in Xinyu City, as well as the major factors'collaboration complementary mechanisms in this process, finally explains the self-improvement by the nurturing from regional innovation systems to solar photovoltaic industry. It is note that the innovation is promoted by the promoting and mutual benefit between regional innovation system and industry clusters.The fourth part analysis the existing important issue of Xinyu city's regional innovation system and accordingly proposes the countermeasure: first, expands regional cooperation platform, improves and strengthens the innovation system further; second , play the potential of regional innovation system, transforms the traditional industries of the region, expands the scope of innovative and object; third, cultivate business incubators in order to develop industrial clusters scale and specialization further; fourth, nurtures service actively, adjusts the industrial structure, supports for innovation development; Fifth, enhances the ability of independent innovation, changes imported technology into their own competitiveness; Sixth, strengthens the company's self-hematopoietic mechanisms, promotes the virtuous circle; Seventh, fosters innovative learning and competition culture, lays the foundation for long-term development of innovation. |
