| Regional innovation system is only suitable for certain region with limited open degree. The innovative subjects are mainly manufacturers, research and development institutions, institutions of higher education, local governments and service agencies. These innovative subjects interact with each other, forming an organizational and spatial structure for innovation system and consequently forming a social system. This system focuses on the role of institutions and governance arrangement in forming, applying and spreading knowledge and encourages the enterprises in region to make full use of the social connections, rules, values and interactive roles in their region to acquire capital in special form in order to enhance innovative and competitive ability of this region. Regional innovation system is an important part of national innovation system and plays a vital role in the development and promotion of regional economic competitive ability. The deeper research on related rules and characteristics facilitates the constructing regional innovation system, from which some rules can be drawn and these rules are of significance both in theory and in practice.Based on the review of the related theories on regional innovation system and the research on the connotation, element, organization and function of the regional innovation system, this research, following the four stages of regional innovation system——the germination of the innovative subjects, the interaction of the innovative subjects, the formation of the innovative subjects and the maturing of the innovative subjects, investigates the cultivation and development of Yangzhou photovoltaic industry and does a case study of some key enterprises such as Shun Da, Jing Ao. Besides that, the study also analyzes the elements and function of Yangzhou regional innovation system. To be more specific, they study dig into the function of regional innovation system in different stages such as beginning, development and reform of photovoltaic industry and the reaction of the photovoltaic industry to complete the regional innovation system, and then provides some advices and suggestions for the further completion of Yangzhou regional innovation system.This study indicates that regional innovation system and local pillar industry cluster has a close interactive relationship, which is the basis for improving the innovative and competitive ability of region. Yangzhou regional innovation system needs the requirement of Yangzhou local economy and is a significant basis that is based on the hardware and software in region and added by the cross-regional elements’cooperation. All these elements with close relationship gradually integrate into a net system through cultivating Photovoltaic Industry, which provides a good social platform for the industrial development. |
