In today's China and the other countries of the world, entrepreneurship plays an increasingly important role in economic growth. The literature from abroad of business analysis of the phenomenon began in the mid-eighteenth century, after two centuries later, in twentieth eighties, the analysis of the phenomenon developed rapidly. Until today, it have shown more and more fierce.In recent years, especially in 2008, since the financial crisis broke out, China is facing a very complex and difficult situation of economic development, although the state has adopted a series of measures to calmly deal with the international financial crisis, but the overall employment pressure in China continues growing, the employment situation remains very grim. It is in this situation, we are increasingly aware of entrepreneurship has a very important role in promoting economic growth, expanding employment capacity and promoting technological innovation. This year in the Third Session of the Eleventh CPPCC National Committee, there is a suggestion that we have to further improve the policy system of China's entrepreneurship, we can see the promotion of entrepreneurship has a crucial role in our country's economic development and socialist construction.China, however, due to various reasons, among the various regions of the country there is a clear imbalance in the levels of entrepreneurship, the eastern coastal areas was significantly higher levels of entrepreneurship than the central and western inland regions, there must be some key factors impact on levels of entrepreneurship among different regions in China, so this paper looks in home and abroad and start the research from finding differences between the regional area in levels of entrepreneurship, through the review we found that the domestic research in this area is far behind the foreign and domestic current research is doing a number of factors set out and discussion, or describe a number of factors affect the actual situation in the region, there is no systematic analysis of the factors that affect levels of entrepreneurship across the region, there is no empirical analysis. And abroad in research in this area are more diverse, and are more empirical studies, the research results are often has certain significance in the development of economic.Next, the author consolidates the existing methods for measuring levels of entrepreneurship at home and abroad, and I describe the inter-regional differences in levels of entrepreneurship. From analysis of the data, I found that there are many differences in levels of entrepreneurship between the area of China, In the eastern region of China, the levels of entrepreneurship is high, and the entrepreneurial activity is very active, In central and western regions is relatively backward in levels of entrepreneurship, especially in Tibet, Gansu, Qinghai and other places far behind in levels of entrepreneurship in the eastern developed regions. Although Heilongjiang, Jilin and Liaoning provinces'levels of entrepreneurship are higher than the western region, but they are all backward area in levels of entrepreneurship.Then I list some observational measures of entrepreneurship, starting with the macro, micro and institutional levels that affect levels of entrepreneurship across the region to conduct theoretical analysis. Further I use panel data from 2004-2007 to start empirical research, the author selected independent variables are per capita investment in fixed assets, per capita GDP, per capita FDI, market opening index, the per capita level of foreign trade, per capita R & D level, the tertiary industry GDP / regional GDP, and this year the number of registered job-seekers, and in which macro variables include the per capita investment in fixed assets , the per capita levels of FDI per capita level of foreign trade, per capita R & D levels, the market index level is classified as institutional factors, the tertiary industry GDP / regional GDP and the number of registered job-seekers this year's are micro-factors, through empirical analysis of these eight factors, We find that they all have a significant relationship with the level of entrepreneurship among the various regions of China.Finally through the analysis of adoption the results form empirical research, the author put forward some policy recommendations from the macro, micro and institutional levels to reduce the gaps in levels of entrepreneurship of China's different areas. We hope that through this research we can provide the state in reducing levels of entrepreneurship among the various regions with theoretical and practical basis, so that our country's economy will develop healthy, and people will live and work in peace and contentment.
