Research On Factors Influencing Growth Of Small And Micro Technology Enterprises In Sichuan Province In The Era Of "Mass Entrepreneurship And Innovation"

In the year of 2014,at the Summer Davos,Premier Li Keqiang proposed that:Chinese government should encourage the "popular entrepreneurship and innovation,and greater supplies of public goods and services" and it is supposed to become a state policy.In the year of 2015,Premier Li Keqiang stressed once again that:We need to develop twin engines-popular entrepreneurship and innovation,and greater supplies of public goods and services-to drive development;We are supposed to implement the new state strategy of the "popular entrepreneurship and innovation,and greater supplies of public goods and services" and make the public goods and public service to become the twin engines to promote that our growth rate is adjusted without weakening momentum and that growth in quantity is underpinned by greater quality and thereby achieve a better-quality,more efficient,upgraded economy.It has already become an inevitable choice for the "popular entrepreneurship and innovation" to achieve the "new normal" economy.The"popular entrepreneurship and innovation" has brought the spring for the growth of technology-based small and micro businesses in Sichuan Province.As the significant supporter of "popular entrepreneurship and innovation",it has been the key point of achieving the important targets of the optimization and adjustment of economic structure in Sichuan Province for the technological-based small and micro businesses how to grasp opportunities and overcome numerous barriers with the help of exterior forces,such as the government policies,information technology and industrial cluster facing with the complicated and volatile economic status so as to enhance the rapid development of regional economy.Based on this,this paper rests in the times background of the "popular entrepreneurship and innovation" and analyzes the factors and influential paths of the growth of technological-based small and micro businesses in Sichuan Province with demonstration through defining the technological-based small and micro businesses and combining with the development conditions of Sichuan technological-based small and micro businesses.The results showed that:financing capabilities,policies and laws and finance ecology influence the risk seeking of entrepreneurs and constantly promote the transformation abilities of enterprises in the process of innovation.It has caused obvious effects on the innovation capabilities of enterprise decisions for the regional innovation networks.The resource basis can promote the enterprise technology innovation in an effective way.The policy funding can enhance the innovation capabilities of the enterprises in an effective way.In order to propel the high-speed and stable development of Sichuan technological-based small and micro businesses with the background of "popular entrepreneurship and innovation",this paper proposes operational suggestions:at the level of government:it is supposed to enhance the supporting of public platform and finance service of technological-based small and micro businesses popular entrepreneurship and innovation and construct the surroundings of popular entrepreneurship and innovation.At the level of enterprises,it is supposed to strengthen the talents cultivation and technology innovation.At the level of intermediate platform,it is supposed to build and perfect the property rights transaction center and the intermediate platform of boosting-type technology and constantly innovate the financial products such as the bank credit.
