Research Of Coordinated Development Between Urban And Rural Areas On The Major Grain-producing Areas Of Central Jilin Province

After the founding of the People's Republic of China, in order to break the current international blockade and establish the basic form of morden urbans and industrial structure, China implemented the urbanization development strategy characteristic as "city bias policy".But as China's economic strength and international influence of the improvement in the last decades, "pursuit of social fairness and justice" and "to construct a socialist harmonious society" is becoming to the theme of national economy and social development. In this context, the disadvantages of traditional urbanization system are gradually amplifing, the gap between urban and rural economic and social duality is expanding, A lot of problems, such as Urban sprawling, Villages Hollowing, industrial pollution, the environmental problems are destructing, not only hinder the deepening of China's reform and opening up, but also largely influenced the whole national economy healthy operation. Therefore, the Third Plenary Session of the Sixteen Central Committee of CPC proposed the concept of "Coordination of urban and rural relationship" and a methed "to change the dual-economic structure of system".This proposal is in favour of establishing a new-type relationship between urban and rural areas, puting forward new ideas and policy guarantee. It also can build a fair and orderly of urban and rural relationship for further coordination of urban and rural development.Based on the Lewis'duality theory, urban and rural equilibrium and non-equilibrium development theory,the paper analysised the connotation mechanism, effect of coordinated development between urban and rural areas,discussed the comprehensive evaluation model of relationship between urban and rural areas, from multi-angle is constructed different index system reflect regional coordinated development between urban and rural areas. Using methods of comprehensive evaluation method, the BP neural network model, the grey relational model, ESDA spatial data exploratory analysis, markov chain and so on, this paper discusses the urban and rural relationship and its spatial and temporal variation characteristics, dynamic mechanism and coordinated development countermeasure in the major grain producing areas of Jilin province.This conclusion mainly as follows:(1) the major grain-producing areas Jilin central are in a stage that the relationship of urban and rurals are changing form opposition to the equal. (2) The major grain-producing areas Jilin central are facing a lot of challeges, such as the city radiation ability is week, the spatial structure of towns is loose, the scale of agglomeration and benefit in small town areas are low and non-efficiency, urban-rural income gap is expanding, city-biased policy is seriously, industrial structure proportion is unreasonable,and so on. (3) The regional urban-rural association takes on a weaker diffused trend, and the relatedness of economic, society and basic construction demonstrate spectively the spatial structure of "spheres", "cross-type" and "massive". (4) Mechanism, such as policies, the spatial location, basic of history, and micro-mechanism such as the city of non-agricultural industries efficiency, employment and investment in urban, the level of urbanization, pay of urban on-the-job worker, rural residents living level, and so on, are mutual influencing the coordinated development of urban and rural areas. (5)In order to realization coordination development of urban and rural areas, it's time for the government of center area of Jilin Province to take measures to narrow the gap between urban and rural areas,such as strength its Agro-Industry; Adjust Industrial Structure of agricultural; Develop small towns and township enterprises and so on.
