Measurement And Evaluation Of The Coordinated Development Of Urban And Rural Areas In Liaoning Province

As China’s economic has developed, urban-rural dual structure continued to highlight the economy continues to become an important factor in the rapid development of China. Meanwhile the "three rural" issue has once again become one of the main government’s tasks. The basic objective is to build a harmonious socialist. Report of the party’s 18 proposed to solve the "three rural" issue is a top priority, and proposed to realize the coordinated development of urban and rural areas by urban-rural integration to resolve the problem. Therefore, the coordinated development of urban and rural economic development of China and even Liaoning Province has important strategic significance.This paper firstly describes the basic concept of the coordination of urban and rural areas and analyzed the intrinsic motivation and the meaning of the coordinated development of urban and rural place. And also combine with the foreigner scholars’research; it describes the relative theory of coordinated development of urban and rural, qualitative as well as the foundation of the following quantitative analysis.Then based on the analysis of the urban and rural economic development in Liaoning Province, the article conducted in-depth qualitative analysis of coordinated development, including the industry development in Liaoning Province, the county’s economic development trend, urban and rural capital allocation analysis, urban and rural labor mobility analysis, urban and rural incomes and consumption analysis, urban and rural social welfare analysis.Then by picking four aspects include economic indicators, spatial index, life and education and environmental indicators to measure the degree of coordination development of urban and rural for 14cities in Liaoning province and the nearly decade degree of Liaoning. First use the principal component analysis to optimize the indicators and then use the AHP method to measure the degree of the coordination development of urban and rural for the 14 cities and the ten years of Liaoning. The results showed that Liaoning is on the accelerate coordination stage, for the cities in Liaoning, only Shenyang, Dalian and Anshan in the acceleration phase coordination, other cities are on the stage of preliminary stage. Finally, combine with the previous qualitative and quantitative results, analysis the causes of urban and a rural area in Liaoning Province coordination degree is not high enough.Give some advises depends on the situation of Liaoning’s coordinative. The government should increase the importance of coordinating urban and rural construction, and planning a whole; optimize the industrial structure; improve farmers’overall income levels; increase financial institutions and government support for agriculture and increase farmers’ welfare.Finally, propose the deficiency of the article and the direction for the future research of this article.
