| With the development of regional economy and the deepening of thereforms, the local finances of Guangdong Province has been restructured in order to adapt to public finances,However,as the expenditure reforms lag behind,there are many problems impacting on the implementation of the lacal governments'finance functions and goals seriously.So it is of great theoretical and practical significance to study the finance expenditure of Guangdong Province,for it can speed up the reform of financial expenditure,promote the quality of the financial operations,strengthen and standardize the expenditure management.The paper selects the adjustment and pitimizing of Guangdong's financial Expenditure structure as the investigative object.The first part introduces the background of this research. the research content and method; the related theory of preparation and so om.The second part introduces the research on optimal fiscal expenditure scale in guangdong. First is on the scale of fiscal expenditure in guangdong province were analyzed from 1978 to 2008. Then establish financial expenditure and economic growth of guangdong province concave function method of measuring the optimal size of fiscal expenditure. Since 2001, guangdong province that the relative size of fiscal expenditure has very close to the optimal level (10.7%).The third part introduces the research on financial expenditure structure, based on analyzing the historical data of fiscal expenditure, found in financial expenditure structure according to the existing problems and the existing problems, and explores the causes of guangdong province in goal programming model of financial expenditure structure optimization allocation, our financial expenditure structure optimization scheme.
