A Research On The Culture Trait Of Innovating City

Futurist predicts that the 21st century is the century of cities. Culture must be the decisive factor on the world economy and political situation of the 21 st century. As a product of urban development in knowledge era, without doubt, innovating city has set a new concept and model to urban development. Recently, it reaches 60 that have made strategic objective as innovating city. The rise of them seems as accidental polymerization. Actually the profound effects of urban culture are fundamentals. However, innovating city has suffered disastrous culture crisis as a result of the lack of theoretical guidance. The culture construction of them is facing series of problems, such as historical context fragmented, landscape convergence, construction imbalance, environmental degradation, spirit decline, management dislocation. How to compensate for defects in the theoretical studies of cultural economics so as to guide the practice of urban culture is the urgent call of knowledge-based economy as well as the economic theory and actual practice.This paper explores a concept of culture trait of innovating city, first. Then attempts to put forward the "three-dimensional model" (OCP model) and formulates the evaluation system. The triad syntheticism is proposed with integration of AHP, local quotient and weighted average method. Finally, selected Beijing, Shanghai and Shenzhen as samples to test the accuracy of the evaluation system, and available programs have stated based on the reliable analysis.
