A Study On Improving The National Policy Of Agricultural Science And Technology In Less Developed Rural Area

The national policy of agricultural science and technology as a political behavior is a part of the superstructure and the main manifestations of China government and Chinese Communist Party. It has a relatively closed and independence system. However, in the system of China's agricultural science and technology policy and the process of executing the policy, because of China's agricultural science and technology policy and the process of executing have their own active acts,such as scientific development's target directivity, the interests tendency of scientific development and the public value of selectable of scientific development and so on. The real effect reflected by the process of executing agricultural science and technology policy is not necessarily in line with the just and fair demands. The policies have some problems especially in facing of the countryside poor, which that affects agricultural science and technology policies to achieve the desired effect.The paper first analysts China's agricultural science and technology policy, and then it introduced the problems in the agricultural science and technology policy which oriented to poor people:there are difference in the value of agricultural science and technology policy which for poor people; inconsistency are found between skill demand and supply entity behavior objectives; the headship of the subject was not clear; the main responsibilities of ethics in agricultural science and technology policy were vacant; there is still blind-spot in agricultural science and technology policy.Finally, the paper proposed solution for the problems of the national agricultural science and technology policy:to build a complete structure of agricultural science and technology policy framework; to perfect the science and technology law system; to perfect the science and technology policy target system; to regulate agricultural sic-tech input and agriculture structure; to set up extension agents reasonably; to Strengthen extended responsibility; to improve Literacy level of agricultural science and technology policy's subjects; to innovate technology extending model; to implement diversification of the extension pattern; to found agricultural professional associations which oriented to poor people.As a conclusion, to build and perfect the user-oriented agricultural. science and technology policy, we should consider and solve problems from the perspective of farmers in poverty-stricken areas who are the direct users of agricultural science and technology; highlight the people-oriented, then is the basis for further stability and large agricultural country. It is more conducive to the development of long-term stability of a harmonious society.
