The Groping Of Urbanization Model For Harmonizing The Development Between Urban And Rural Areas In Chengdu City

Since the reform and opening-up, China's urbanization had been experiencing the slow development, and it might be going into the bottle neck under the imbalance of urban and rural. So how to promote the continuous development, and coordinate the development pace of the vast majority, promote the harmony and reduce the differences between the urban and raral area, etc, for more healthy,more rational in the process of China's urbanization, these has becoming the major exploration target in recent years.In this context, since 2002 through the reform path of "urban and rural overall plan", Chengdu city government adopted the urbanization development strategy of "focus-oriented and circle layered extended as approach, at the same time taking urban and rural overall plan policy system as basis, to make integrated development between the top-down metropolitan area to lead the non-city area and the urbanization of bottom-up village and town", which greatly promoted the development of balancing city and countryside, reduced the differences of urban and rural, and finally effectively improved the living standard of farmers. So, Chengdu pattern was a model on effectively combing its urbanization development plan with balancing city and countryside reform, which got a quite effectiveness on urbanization process, and it had caused the concern of our central government and other cities.This paper was divided into three parts:at first part, the author analyzed and researched on "the three circle layers" model of urban planning and "policy system" as a matching measure, for summarizing the characteristics of "Chengdu model"; secondly, through drawing on experience and comparing some urbanizations development schemes of Chongqing and other cities aboard, the paper discussed the problems in the course of reforming, and the author proposed some tentative solutions according to the specific situation of Chengdu; on the end, by summarizing the features and significance of " Chengdu model", to provide e a useful reference for other cities in china.
