China’s urbanization, although had undertaken twists and turns, generally hasachieved great development since the founding. Especially after the reform andopening up, with the household registration system reform and the development of themarket economy makes the farmers free from the bondage of land, obtain higherincome, promoting the urbanization of agriculture, countryside and farmers’ social andeconomic development. China’s urbanization rate, up from10.6%in1949to close to50%in2010, the average income of farmers also reached the level of nearly6000yuanRMB.Due to China’s long-term a planned economy, in order to promote thedevelopment of industry, artificial regulation on industry and agriculture product price,and "price scissors" drawn a large amount of money from agriculture to meet industryexcess demand for fund, and at the same time, the division of the urban and rural household registration system keeps the farmers from urban social security system.Under the influence of multiple factors, the income gap between urban and rural areasin China began to continuously increase from the mid ’80s, far more than the averagelevel of the international, and become of one of the most unfair income distributioncountries. The income gap between the urban and rural residents also led to theincrease in consumption, medical, education, social position, and a series of gaps. Notcounting in the price factors, the income gap between urban and rural residents from1978in2.57:1rose to3.23:1in2010, urban per capita disposable income of343.4Yuan from1978up to2010years of19109.4Yuan, increased55.65times, while thesame period of rural households on average per capita income in1978from133.6Yuan increased to2010in5919.0Yuan, increasing by44.3times, If considering ofurban residents of various hidden subsidies, such as social security, endowmentinsurance, medical insurance, minimum life guarantee, housing accumulation fund,education allowance, Gini coefficient may rise to4.35or higher, that difference level ismore than the average standard1.5international. The expanding gap between the cityand the countryside may potential threat the Chinese society in the transition,polarization between the rich and the poor, the lost confidence on social justice, mightcause social unrest, directly affecting China’s social and economic steady development. This paper introduced the perspective of urban and rural urbanizationdevelopment, analyzes the existence of imbalanced gap between urban and rural areas,the reason and the cause of increasing imbalance of urban and rural development, putforward to development of multi-level city system, loosing urban and rural householdregister difference, building a whole social security system, and promote rural areaindustrial upgrading, reinforce support strength of the "three agriculture".
