On Evaluation Of Resource-based City's Coordinated Development From The Perspective Of Metropolitan Circle

Since the reform and opening-up started 33 years ago, China has made great social and economic achievements and its overall national strength has been notably enhanced. With the thriving economy and booming urbanization, metropolitan circle has been taken as the main model of urbanization.Resource-based cities usually contribute a lot to the development of metropolitan circles, however, as reserves decrease and the environment deteriorates, these cities come up against difficulties such as systematic imbalance of society , economic and resources, which greatly hamper their sustainable development. The core of sustainable developments lies in the coordination of population, society, economy, technology, environment and resource, thus it's vital for resource-based cities to coordinate the development of these elements.Based on the theories of industrial economics and regional economics, this thesis builds a appraisal system with elements form society, economy, resources and environment, to analyze the coordinated development of resource-based cities in perspective of metropolitan circle. Xuzhou is explored as the empirical case. We evaluate its achievements in coordinated developments with principal component analysis and coordinating analysis, and then analyses its problems and put forward optimization policies to unify regional economy, society, resources, environment for maximum benefits and enhancements of coordinated developments.This paper focuses on the coordinated development of resource-based cities in the view of metropolitan circle, and adapts them to the soaring trend of regional economic integration, with the coordinated development introduced into the appraisal system. In consideration of the special role of Xuzhou -- the core city in its metropolitan circle and meantime a resource-based cities -- we suggest to promote Xuzhou a core growth pole and construct Xuzhou into a machining center of minerals, so that the problem of exhausted resources would be solved and the integral development of the metropolitan circle realized .That's also the innovation of this thesis.
