Study On Energy Conservation Evaluation Of The Construction In Small Towns And Promotion Strategies

National Congress Party speeds up the process of urbanization well-off society as an important task.The construction of small towns also work in full swing across the country, the country's various rural areas centralized resettlement of the villages in the urban. In rural areas, villages are combined, collective relocation and then build community, however, these small towns grow in a rapid speed while also facing large-scale building energy consumption, waste of resources, environmental pollution problems. Building energy problems of small towns are put on the agenda.The experience from the big cities of the building energy conservation showed that the progress of promoting energy conservation must have a certain economic base, and energy conservation in small towns across the country can not be done simultaneously. In this paper, Qingzhou,one of the national Top 100 counties is selected as the research sample. The research of Qingzhou would get a practical way of energy conservation promotion, and then set an example for energy conservation for the other counties among the Top 100. Further more the construction of small towns nationwide in energy conservation should be promoted.The economic growth of Qingzhou is rapid in recent years.In order to maintain and further enhance the position and keep faster development, the administration of Qingzhou decided to lead the construction industry to change the urban landscape as a starting point,and further stimulate the growth in other sectors of economic development while the construction industry growing rapidly, the mode of economic growth is extensive with the lower level of the production technology.The energy efficiency is very low and energy consumption issues are outstanding because it seriously restrict the sustainable economic development of Qingzhou. Therefore, to acceletrate of the development of building energy conservation has an important practical meaning and profound historical significance to realize the fundamental change of the mode of building industry's ecnomic growth, to improve building function quatily, to help relieve the controdiction of resource and environment, to improve quality and economic performance of urdan and rural development,and finally to realize the sustainable development of Qingzhou's economy society.On the basis of consulting to a large amount of literatures, comprehensive fuzzy evaluation analysis is used on evaluating the building energy conservation technology. It is concluded that the saving effect after using energy saving building technology is significantly better than that of ordinary buildings.Expending energy-saving technology in Qingzhou is necessary. The reaserch of theroy field on building energy conservation obstacle factors is relatively short and lagged. Some are confined to the qualitative investigation,lacking the quatitative empirical analysis. Both the depth and extent can not satisfy the need of actual job.This article analyzes the status of the building energy saving in Qingzhou,and the causes and problems in putting forward the strategy proposals focused on the work of speeding up building energy efficiency, and supplying the effective building energy policies to government departments.Furthermore it would be an example to the building energy efficiency for the others and finally to complete the energy-saving purpose of all small towns.
