The Research On Construction Of Small Towns In Taian

The research on the construction of small towns is not only the of need of cities'expansion but also the pressing requirement of building New Socialist Countryside . On the basis of researching achievements of small towns construction, this paper is mainly based on Taian City's small towns construction, takes the method of empirical research, study the laws of small towns'development from the three-dimensional perspectives of sociology and economics and management ,gives an in-depth analysis of the current situations and problems regarding the construction of small towns in Taian. Learning foreign advanced experience, it puts forth some measures and suggestions on how to better the construction of small towns in Taian.This paper includes the following six chapters:Chapter One: Introduction. First the paper elaborates on the background and significance of small towns, second, it gives a summary on the construction of small towns at home and abroad , which lays a good foundation for further study , finally, it presents the technical route, research ideas and innovation and areas where improvement is needed.Chapter Two: the theoretical basis of the construction of small towns. In this part the related concepts, characteristics, performance of the small towns have been defined, then there is an analysis of the necessity for the construction of small towns. Finally, the theoretical support is provided by the spatial structure theory, systematic theory of comparative advantages, the economies of scale theory and the theory of sustainable development etc.Chapter three: the analysis of current situations in which small towns are constructed in Taian City. This part recalls the history of the development of small cities and towns and it's economical features in Taian , which provides empirical data support to the third part.Chapter four: the main problems in the building of small towns in Taian City. This part gives a systematic diagnosis on present problems in the development of small towns in Taian, which includes generally smaller scale, the leading and radiating effect is not strong, the low population density, urbanization level is not high, not suited for the level of economic development, financing channels are monotonous, financing difficulties in construction, the relatively backward infrastructure. Most small towns lack the industry which can support significant development, the inner motivation is insufficient, small towns do not have outstanding characteristic or systematic or overall planning, the environment is not good and with poor sustainability .Chapter five: enlightenment from foreign practice of development of small towns. This part gives an insight into the practice of small towns building in the United States and several countries of the European Union , sum up the experience and acquire enlightenment for the construction of small towns in Taian City. Such as: (1) small cities' starting is the socio-economic development certain stage inevitable trend; (2) the small cities' development must unify with the social economy level of development speed; (3) in the small town construction process should display the market mechanism fully the promotion effect; (4) the small cities' development needs to act according to own position condition, the cultivation pillar industry, the creation characteristic superiority; (5) the small cities' development project should take the enhancement investment environment living conditions quality key.Chapter six: the countermeasures and suggestions on small towns building. First ,through the forecast of the construction of small towns in Taian ,we can predict the objective of the development in 20 years : the rate of urbanization will be over 50% around the year 2010 , over 60% around 2020, close to 75% around 2035 and achieve the initial completion of the urbanization process. This goal is feasible. Learning from the advanced international experience in practice and taking the actual situation in Taian ,the following suggestions can be made :draw up reasonable plans, improve the level of supervision and management; choose the reasonable mode of development, promote the sustainable development of cities and towns; strengthen urban features, upgrade competitiveness; perfect the system of policies , enhanced innovation mechanisms; optimize the external environment, build up ecological towns.
