The Research On Establishing An Evaluation System For Building Enterprises’ Technology Center With The Priority Of Energy Conservation

The improvement of the capability of independent innovation is of strategic importance to the economic and social development of China, and even its national security. As enterprise is the main body of technological innovation, the assessment and construction of the enterprises’ technology centers are important to enhance the ability of technological innovation.The existing evaluation system assesses centers enterprises’ technology centers in all industries with the same evaluation system and adjusts the results with industry coefficients. As a result, some indicators do not meet the characteristics of the construction industry. Therefore, it is of urgent need to establish an evaluation system specifically applicable to the construction industry.On the other hand, this study carried out a survey in Jing-jin-tang. Practitioners of 38 construction companies with provincial-level technology center took part in the survey. 26 design institutes are also included in the study and respondents were divided into two groups according to their designations to conduct comparative analysis. Results show that one of the most effective methods to promote energy-saving technologies is to increase active participation of related practitioners by reducing the cost of energy-saving technologies. The improvement of current technologies and the innovation of new technologies will make this cost reduction possible. In addition, it will promote the development of enterprise technology centers of the construction industry if energy-saving-related indicators are included in the evaluation system.Accordingly, after deletion, revision, adjustment of the original indicators and addition of some industry-specific indicators and some indicators to encourage the development of energy-saving technologies, this study established a new evaluation system of building enterprises’ technology center with the priority of energy conservation. This system not only conforms to the characteristics and development requirements of China’s technology centers of the construction industry, but also promotes the development and application of building energy-saving technology to a certain extent, reduces carbon emissions of the industry on a technical level, eases pressure of emission reduction of the country, and explores the establishment of oriented evaluation system.
