The projects invested by the government play an important role in the Chin ese economic advancement and social development as well as constitute the majo r sector of our country's property. The central government decides to exercise the construction-agent system among the projects invested by the government. Howe ver, the construction-agent system in the implementation process may also bring some risks to the project. How to identify and share these risks, achieve the exp ected results of the projects invested by the government is the main content of t his paper.The paper divides the risk of the construction-agent project into two kinds, before the project risk and the risk of the implementation process. The risk before the project construction mainly refers to the risk of choosing the construction-agent sector, which is faced by the government investment department. The paper establishes a multi-level gray comprehensive evaluation model, based on the evaluation of the construction-agent sector to calculate correlation factors, and determines the maximum correlation value to be the best of the construction-agent sector. To deal with the risks in the implementation process of the construction project, a risk index model is set up, the fuzzy comprehensive evaluation method is used to determine the coefficients of the various risk indicators, and finally the risk resigned ratio of the both sides of the is made, which is also the resigned ratio of the construction-agent project's remaining amount. This paper also studies the monitoring mechanisms of the construction-agent system. A supervision model is established according to the problems showing in the process of the construction-agent system monitor. The supervision model uses the appropriate supervision cost to achieve revenue maximization, and proposes measures to strengthen supervision.The paper tends to study the risk management mechanism of the constructio n-agent projects investd by the government. The achievements of the research ca n be used to direct the implementation of the construction-agent system theoretic ally. Meanwhile, it can also plays an important role in providing reference to ho w to improve on the beneficial result and management level of our country's pr ojects invested by the government.
