Agent system implemented through change of government control over the way investment projects. Gradual establishment of owners, users, managers, supervisors of the separation mechanism, a fundamental stimulate the enthusiasm of project participants and responsibility, improve the level of construction management, improve investment returns. The use of stakeholder theory of government investment on behalf of the construction project, construction agent to guide attention to those actively involved in the project, the impact of the project or the interests of the project implementation or project may be positive or negative impact to achieve the results of stakeholder management, the strengthening building people's sense of social responsibility on behalf of important practical significance.. In these projects, rational risk distribution and effective management are the keys to success and core of stakeholder management. Therefore, stakeholders'risk is the main focus of our research.This thesis analyses the risks within the running of government invested agent-construction projects from the stakeholders'perspective. We denote the main stakeholders from agent-construction projects as agent-constructor, the government, user institutions, construction contractors, the public, the bank, etc. Through an example of the project of Jinan Olympic Sports Center, we recognise, analyse and evaluate the risks of these parties, proposed a taxonomy/classification of the risks, and finally formulated countermeasures and means for monitoring and coping with them.The thesis can be divided into 7 parts. Part 1 tells the background and significance of this research. In part 2, the theoretical basis of our research is demonstrated by introducing the theories of agent-construction, stakeholders and risk management, as well as the tools for risk analysis. In part 3, interested-party-theory-based identification and classification to the risks in government invested agent-construction projects is proposed. In part 4, layered analysis is employed in evaluating and analysing the risks recognized by stakeholders. In part 5, detailed approaches are proposed in monitoring and coping with the above-mentioned risks. In part 6, we propose a taxonomy classification of the risks and demonstrate it with the example of the project of Jinan Olympic Sports Center. Finally, conclusions and shortcomings of our research are stated in part 7, as well as the possible future work.
